The Housing and Community Development Department (HCD) recommends Council approval of an Ordinance authorizing a First Amendment between the City of Houston (City) and SER—Jobs for Progress, providing an additional $105,836.20 of United States Department of Housing and Urban Development Community Project Funds (HUD-CPF) to the original $502,086.50 funding, which consisted of $433,776.58 in HUD-CPF Funds and $68,310.00 in American Rescue Plan Act Coronavirus State and Local Fiscal Recovery Funds (ARPA-SLFRF).
The first HFEC branch in the City was launched at the Acres Home Multi-Service Center (MSC) in January of 2020 to help residents move towards financial independence with free, on-demand, professional financial counseling services for all Houstonians regardless of income, employment status, or resident status.
The HFEC's provide critical economic mobility programs for residents by providing safe and affordable bank accounts, securely depositing earnings, and by offering more efficient bill-paying services. Additionally, the HFEC's serve residents through counseling sessions on credit, savings, debt, and banking products.
The HFEC's are located at four physical locations in the Greater Houston area:
1) Magnolia Park-Manchester
2) Acres Homes
3) Sunnyside and,
4) Kashmere Gardens
