Summary:

ORDINANCE consenting to the addition of 27.727 acres of land to SPRING WEST MUNICIPAL UTILITY DISTRICT, for inclusion in its district

Background:

SUBJECT: Petition for the City’s consent to the addition of five (5) tracts of land totaling 27.727 acres to Spring West Municipal Utility District.

  

RECOMMENDATION: Petition for the City’s consent to the addition of five (5) tracts of land totaling 27.727 acres to Spring West Municipal Utility District be approved.

  

SPECIFIC EXPLANATION: Spring West Municipal Utility District (the “District”) was created through the TCEQ in 1978 and currently consists of 546.3387 acres within Harris County.  The District is within the extraterritorial jurisdiction of the City of Houston (the “City”) and has petitioned the City for consent to add five (5) tracts of land totaling 27.727 acres of vacant land, proposed to be developed as multi-family residential, commercial, and other property including drainage and detention, to the District.  The proposed annexation tracts are located in the vicinity of FM 2920, Greengate Drive, Spring Stuebner Road, and Holzwarth Road.  The addition of land to the District does not release it from the City’s extraterritorial jurisdiction.

 

The Utility District Review Committee has evaluated the application with respect to wastewater collection and treatment, potable water distribution, storm water conveyance, and other public services.

 

The District has a wastewater collection system and treatment facility.  The annexation tracts will be provided with wastewater treatment by the Spring West Municipal Utility District Wastewater Treatment Plant. Potable water is provided by the District.

 

The nearest major drainage facility for Spring West Municipal Utility District is Wunsche Gully, which flows into Cypress Creek, then flows into Spring Creek, then to the San Jacinto River, and finally into Lake Houston. Wunsche Gully is within the Cypress Creek watershed. The proposed annexation tracts are not within the 100-year or 500-year floodplain.

 

By executing the Petition for Consent, the District has acknowledged that all plans for the construction of water conveyance, wastewater collection, and storm water collection systems within the District must be approved by the City prior to their construction. 

  

The Utility District Review Committee recommends that the subject petition be approved.
