Summary:

RECOMMENDATION from Director Houston Public Works that Houston City Council accept the work and authorize final payment, if any, of the contract with HARPER BROTHERS CONSTRUCTION, LLC for Abandonment of Bering and San Felipe Lift Stations - DISTRICT G - HUFFMAN

Background:

SUBJECT:  Accept Work for Abandonment of Bering and San Felipe Lift Stations. 

RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $21,359,725.62 or 4.31% over the revised Contract Amount, accept the Work and authorize final payment.

PROJECT NOTICE/JUSTIFICATION: This project was part of the Lift Station Renewal and Replacement Improvements program and was required to meet the City`s Capital Improvement Plan (CIP) for Wastewater facilities. 

 

The work performed under this contract award was necessary to maintain compliance with Houston's wastewater consent decree with the EPA and TCEQ.

DESCRIPTION/SCOPE: This project consisted of the construction of approximately 2,100 linear feet of 30-inch diameter sanitary sewer line along San Felipe, 210 linear feet of 36-inch diameter sanitary sewer line between San Felipe and Fountain View Drive, and 4,400 linear feet of 48-inch diameter of sanitary sewer line along Fountain View Drive using trenchless construction. The scope also included installation of a local collector sewer ranging in size from 8-in to 18-in using trenchless construction along Bering Drive. The transfer of existing sanitary services along Augusta Drive and Westheimer Drive that were presently connected to the 36-inch monolithic Reinforced Concrete Pipe (to be abandoned) to the existing sanitary sewers that remained after construction of this project. Othon, Inc. Consulting Engineers designed the project with 675 calendar days allowed for construction. The project was awarded to Harper Brothers Construction, LLC with an original Contract Amount of $19,677,850.00 and an additional appropriation of $799,325.72 for a revised total contract amount of $20,477,175.72.

LOCATION: The project area was generally bound by San Felipe on the north, Westheimer on the south, Bering Drive on the east and Fountain View Drive on the west.  

CONTRACT COMPLETION AND COST: The Contractor, Harper Brothers Construction, LLC, has completed the work under the subject Contract. The project was completed beyond the established completion date with an additional 623 days approved by Change Order Nos. 3,4,7,11, and 15. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order Nos. 1-4 and 6-14 is $21,359,725.62, an increase of $882,549.90 or 4.31% over the revised Contract Amount. The increased cost is a result of the difference between planned and measured quantities.

M/WSBE PARTICIPATION: The advertised M/WBE contract goals for this project were 13.00% MBE and 7.00% WBE. The M/WBE goals approved for this project were 12.18% MBE and 5.21% WBE, and 2.61% SBE. According to the Office of Business Opportunity, the actual participation achieved on this project was 12.60% MBE, 5.61% WBE, and 1.79% SBE. The MWBE performance on this project was rated Satisfactory for the following reasons: The MBE and WBE were exceeded, and good faith efforts were made to meet the SBE goal and utilize all goal credit subcontractors. For the reasons listed, the MWSBE performance meets the good faith efforts requirements mandated by the City's MWSBE Program.
