RECOMMENDATION from Director Houston Public Work that Houston City Council accept the work and authorize final payment, if any, of the contract with MC2 CIVIL, LLC (formerly Main Lane Industries, Ltd) for proposed 60-inch Water Line along Glen Valley Drive, Santa Elena Street and Colgate Street to Dixie Drive - DISTRICTS B - JACKSON and I - MARTINEZ

SUBJECT: Accept Work for Proposed 60-Inch Water Line along Glen Valley Drive, Santa Elena Street, and Colgate Street to Dixie Drive. 

RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $19,198,824.73 or 1.45% over the original Contract Amount, accept the Work, and authorize final payment.

PROJECT NOTICE/JUSTIFICATION: This project was part of the City's Surface Water Transmission program and is required to improve existing water distribution systems and to meet Harris-Galveston Coastal Subsidence District's Legislative mandate to regulate the withdrawal of groundwater. 

DESCRIPTION/SCOPE: This project consisted of the construction of approximately 9,300 linear feet of 60-inch transmission water line along Glen Valley Drive, Santa Elena Street, and Colgate Street to Dixie Drive, and approximately 11,000 linear feet of 8-inch and 12-inch distribution water line, associated drainage, pavement improvements, flow control valve and flow meter on a 36-inch diameter water line along Hirsch Road at Little York Road. Nathelyne A. Kennedy & Associates and Lockwood, Andrews & Newnam, Inc. designed the project with 655 calendar days allowed for construction. The project was awarded to MC2 Civil, LLC (formerly Main Lane Industries, Ltd.) with an original Contract Amount of $18,924,016.73.

LOCATION: The project area was along Glen Valley Drive, Santa Elena Drive, Deleon Street, Colgate Street, Dover Street, Dixie Drive, and Glen Vista Street; Along Hirsch Road at Little York Road.

CONTRACT COMPLETION AND COST: The Contractor, MC2 Civil, LLC (formerly Main Lane Industries, Ltd.), has completed the work under the subject Contract. The project was completed beyond the established completion date with an additional 1434 days approved by Change Order Nos. 14 and 15. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order Nos. 1-14 is $19,198,824.73, an increase of $274,808.00 or 1.45% over the original Contract Amount. The increased cost is a result of the difference between planned and measured quantities.

M/WSBE PARTICIPATION: The advertised M/WBE contract goals for this project were 12.00% MBE and 7.00% WBE (19.00% total). The M/W/SBE goals approved for this project were 11.00% MBE, 7.00% WBE, and 1.00% SBE (19.00% total). According to the Office of Business Opportunity, the actual participation achieved on this project was 13.78% MBE, 7.32% WBE, and 0.43% SBE (21.53% total). The standard for meeting MWSBE participation goals is the demonstration of good faith efforts. The Contractor’s M/W/SBE performance on this project was rated Satisfactory due to Good Faith Efforts for the following reasons: The MBE and WBE goals were achieved, and good faith efforts were made to meet the SBE goal and utilize all goal credit subcontractors to the fullest extent possible. For the reasons listed, the Contractor’s performance meets the intent and spirit of the City’s MWSBE program.
