SUBJECT: Accept Work for Ledge Street Phase II Drainage Improvements.
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $2,177,873.95 or 3.71% under the original Contract Amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the Capital Improvement Plan (CIP) and was required to address and reduce the risk of structural flooding and provide detention as needed, including modifications of street conveyance and sheet flow.
DESCRIPTION/SCOPE: This project consisted of the construction of storm drainage improvements, necessary concrete paving, curbs, sidewalks, driveways, and underground utilities. Othon Engineering designed the project with 300 calendar days allowed for construction. The project was awarded to TB Concrete Construction, Inc. with an original Contract Amount of $2,261,669.00.
LOCATION: The project area was generally bound by Clearwood Drive on the north, Meldrum Lane on the south, Interstate 45 on the east, and Clearwood Drive on the west.
CONTRACT COMPLETION AND COST: The Contractor, TB Concrete Construction, Inc., has completed the work under the subject Contract. The project was completed beyond the established completion date with an additional 183 days approved by Change Order Nos. 2, 3, and 4. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order Nos. 1, 2, and 3 is $2,177,873.95, a decrease of $83,795.05 or 3.71% under the original Contract Amount and under the 5% contingency amount. The decreased cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION: The advertised M/WBE contract goals for this project were 13.00% MBE and 7.00% WBE. The M/WBE goals approved for this project were 13.00% MBE and 3.00% WBE, and 4.00% SBE. According to the Office of Business Opportunity, the actual participation achieved on this project was 13.52% MBE, 2.90% WBE, and 3.87% SBE. The MWBE performance on this project was rated Satisfactory for the following reasons: the MBE was achieved, and all goal credit contractors were utilized to the extent possible. For the reasons listed, the MWSBE performance meets the good faith efforts requirements mandated by the City's MWSBE Program.
