Summary:

ORDINANCE appropriating $193,200.00 out of Dedicated Drainage and Street Renewal Capital Fund – Drainage Charge as additional appropriation to Professional Engineering Services Contract between City of Houston and BOWMAN ENGINEERING & CONSULTING, LLC for CDBG-MIT Frenchtown Drainage and Paving Improvements (as approved by Ordinance No. 2022-0167); providing funding for CIP Cost Recovery relating to construction of facilities financed by the Dedicated Drainage and Street Renewal Capital Fund – Drainage Charge - DISTRICT B - JACKSON

Background:

SUBJECT: Additional Appropriation for the Professional Engineering Services Contract between the City and Bowman Engineering & Consulting, Inc. for CDBG-MIT Frenchtown Drainage and Paving Improvements.

 

RECOMMENDATION: Approve an ordinance appropriating additional funds to the Professional Engineering Services Contract with Bowman Engineering & Consulting, Inc.

 

PROJECT NOTICE/JUSTIFICATION: This project is part of the Community Development Block Grant Mitigation (CDBG-MIT) Local Action Plan and is required to improve drainage and pavement that are deteriorating and in need of rehabilitation in the project area. The project will regrade roadside ditches, replace existing storm pipe culverts and driveways, overlay pavement, and repair sidewalks. The rehabilitation will improve drainage capacity within the City’s right-of-way and provide better roadways within the neighborhood.

 

DESCRIPTION/SCOPE: This project consists of the design of ditch regrading and culvert improvement without underground storm sewer installation, mill and overlay pavement with subgrade repairs as necessary, reconstruction of driveways impacted by culverts, and improvements of sidewalks where possible.

 

LOCATION: The project area is generally bound by Collingsworth Street on the north, Liberty Road on the south, Russell Street on the east and Jensen Drive on the west.

 

PREVIOUS HISTORY AND SCOPE: City Council approved the original contract on March 2, 2022 under Ordinance No. 2022-0167. The scope of services under the original contract consisted of Phase I preliminary design, Phase II final design, and Phase III construction phase services and additional services. Under this contract, the Consultant has accomplished surveying and 30% of Phase I – preliminary design.

 

SCOPE OF THIS ADDITIONAL APPROPRIATION AND FEE: Under the scope of the Additional Appropriation, the Consultant will accomplish the following: Phase III Basic Services, along with some Phase II Additional Services, including Geotechnical Investigation, Phase I ESA, SWPPP, IQTO, Traffic Control, and Tree Protection. A fee of $184,000.00 is budgeted for Additional Services.

 

The total requested appropriation is $193,200.00 to be appropriated as follows: $184,000.00 for contract services and $9,200.00 for CIP Cost Recovery.

 

 

PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City Contractors. In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.

 

 

M/WBE PARTICIPATION: The M/WBE goal established for this project is 24%. The original contract amount totals $1,056,554.00. The Consultant has been paid $385,860.00 (36.52%). Of this amount, $235,782.00 (61.11%) has been paid to M/WBE sub-contractors to date. Assuming approval of the requested additional appropriation, the contract amount will increase to $1,240,554.00. The MWBE goal has been previously met.
