SUBJECT: Third Additional Appropriation for the Professional Engineering Services Contract between the City and Halff Associates, Inc. for Professional Services and Technical Support for Paving and Drainage Projects.
RECOMMENDATION: Approve an ordinance appropriating additional funds to the Professional Engineering Services Contract with Halff Associates, Inc.
PROJECT NOTICE/JUSTIFICATION: This project is part of the Storm Drainage Capital Improvement Plan (CIP) and is required to assist the City with implementation of drainage and paving improvement projects to reduce the risk of structural flooding.
DESCRIPTION/SCOPE: This project consists of project management and staff augmentation, technical services and support, and engineering design services. The specific scope, budget, and schedule shall be established for each separate work order prior to authorization of the project by the City.
LOCATION: The projects are located throughout the City of Houston.
PREVIOUS HISTORY AND SCOPE: City Council approved the original contract on October 21, 2020 under Ordinance No. 2020-0907. The scope of services under the original contract consisted of project management, staff augmentation, and technical support services for paving and drainage projects. Under this contract, the Consultant has accomplished the scope of service.

SCOPE OF THIS ADDITIONAL APPROPRIATION AND FEE: Under the scope of the Third Additional Appropriation, the Consultant will continue providing project management, staff augmentation, and technical support as needed for contract services.
The total requested appropriation is $5,643,750.00 to be appropriated as follows: $5,375,000.00 for contract services and $268,750.00 for CIP Cost Recovery.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City Contractors. In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.
M/WBE PARTICIPATION: The M/WBE goal established for this project is 24%. The original contract amount and subsequent appropriations total $17,728,880.00. The Consultant has been paid $14,258,487.00 (80.43%). Of this amount, $4,317,892.00 (30.28%) has been paid to M/WBE sub-contractors to date. Assuming approval of the requested additional appropriation, the contract amount will increase to $23,103,880.00. The MWBE goal has been previously met.
