SUBJECT: Contract Award for North Corridor Consolidation Package 4 - 36-inch Gravity Sewer from MUD #203 (WWTP) to Northgate Regional LS
RECOMMENDATION: Award a Construction Contract to Reytec-Posillico I, LLC for North Corridor Consolidation Package 4 - 36-inch Gravity Sewer from MUD #203 (WWTP) to Northgate Regional LS and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project is part of the City’s Capital Improvement Plan Consolidation Package for wastewater facilities and is required to control operations and maintenance cost and ensure regulatory compliance.
DESCRIPTION/SCOPE: This project consists of the construction of approximately 12,343 linear feet of 27-inch and 36- inch fiberglass reinforced pipe gravity diversion sewer by microtunneling method, including demolition and abandonment of MUD 203 WWTP and Greens Crossing LS #1 and modifications of Greens Crossing LS #3 and Northgate Regional LS. The Contract duration for this project is 840 calendar days. This project was designed by HR Green, Inc.
LOCATION: The project area is generally bound by Rankin Road on the north, Sam Houston Highway 8 on the south, Imperial Valley Drive on the east and T C Jester Boulevard on the west.
PROPOSAL: This project was advertised for competitive sealed proposals on December 6, 2024. Proposals were received on January 30, 2025. The proposals received are as follows:

AWARD: A Selection Committee was comprised of members from Houston Public Works and Houston Airport System. The Selection Committee reviewed the proposals and recommended that this construction contract be awarded to Reytec-Posillico I, LLC based on their Qualifications, Project Approach, Total Proposal Price, Financial Capabilities, Experience, and Safety with a total proposal bid price of $45,849,760.00 and that Addenda Numbers 1, 2 and 3 be made a part of this Contract.

M/WSBE PARTICIPATION: The contractor has submitted the following proposed program to satisfy the 13.00% MBE goal and 7.00% WBE goal for this project.
