SUBJECT: Additional Appropriation for the Professional Engineering Services Contract between the City and HDR Engineering, Inc. for Traffic Signal Timing Projects.
RECOMMENDATION: Approve an ordinance appropriating additional funds to the Professional Engineering Services Contract with HDR Engineering, Inc.
PROJECT NOTICE/JUSTIFICATION: This project is part of the Transportation and Drainage Operations to evaluate the signal operation within the project area and identify the smallest possible cycle length that can effectively and efficiently accommodate all mobility types, ensuring efficient coordination and improving the safety program.
DESCRIPTION/SCOPE: This project consists of signal timing plans for approximately 400 pre-timed signalized intersections in the Downtown and Midtown areas.

PREVIOUS HISTORY AND SCOPE: City Council approved the original contract on September 13, 2023, under Ordinance No. 2023-0753. The scope of services under the original contract consisted of Phase I – preliminary design. Under this contract, the Consultant has accomplished 75% completion of scope, including data collection of traffic volume, travel times, and pedestrian clearances.
SCOPE OF THIS ADDITIONAL APPROPRIATION AND FEE: Under the scope of the Additional Appropriation, the Consultant will accomplish the following: implement, fine tune, and document signal timing plans in order to complete the remaining work authorizations. A fee of $300,000.00 is budgeted for Basic Services.
The total requested appropriation is $315,000.00 to be appropriated as follows: $300,000.00 for contract services and $15,000.00 for CIP Cost Recovery.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City Contractors. In this case, the Contractor has elected to pay into the Contractor Responsibility Fund in compliance with City policy.
M/WBE PARTICIPATION: The M/WBE goal established for this project is 29%. The original contract amount totals $1,425,000.00. The Consultant has been paid $952,273.00 (66.83%). Of this amount, $179,703.00 (18.87%) has been paid to M/WBE sub-contractors to date. Assuming approval of the requested additional appropriation, the contract amount will increase to $1,725,000.00. The Consultant proposes the following plan to meet the M/WBE goal.
