ORDINANCE consenting to the addition of 23.56707 acres of land to HARRIS COUNTY MUNICIPAL UTILITY DISTRICT NO. 410, for inclusion in its district - DISTRICTS D - EVANS-SHABAZZ and I - MARTINEZ

Background:

SUBJECT: Petition for the City’s consent to the addition of two (2) tracts of land totaling 23.56707 acres to Harris County Municipal Utility District No. 410.

 

RECOMMENDATION: Petition for the City’s consent to the addition of two (2) tracts of land totaling 23.56707 acres to Harris County Municipal Utility District No. 410 be approved.

  

SPECIFIC EXPLANATION: Harris County Municipal Utility District No. 410 (the “District”) was created through the TCEQ in 2004 and currently consists of 612.193 acres within Harris County.  The District is within the corporate limits of the City of Houston (the “City”) and has petitioned the City for consent to add two (2) tracts of mixed land totaling 23.56707 acres, proposed to be developed as commercial property, to the District. The proposed annexation tracts are in the vicinity of Beltway 8, Almeda Genoa Road, Highway 288 and IH-45.

    

The Utility District Review Committee has evaluated the application with respect to wastewater collection and treatment, potable water distribution, storm water conveyance, and other public services.

 

The District will be provided with wastewater treatment by the City's Southeast Wastewater Treatment Plant and the Northeast Wastewater Treatment Plant.  Potable water is provided by the City.

 

The nearest major drainage facilities for Harris County Municipal Utility District No. 410 are Clear Creek and Sims Bayou watersheds, which flow into Galveston Bay. The proposed annexation tracts are not within the 100-year or the 500-year floodplain.

 

By executing the Petition for Consent, the District has acknowledged that all plans for the construction of water conveyance, wastewater collection, and storm water collection systems within the District must be approved by the City prior to their construction.

   

The Utility District Review Committee recommends that the subject petition be approved.
