Summary:

ORDINANCE approving and authorizing an Interlocal Agreement between City of Houston and HARRIS COUNTY FLOOD CONTROL DISTRICT (HCFCD) for construction of Meyergrove Phase 2 Detention Basin - DISTRICT C - KAMIN

Background:

SUBJECT: Interlocal Agreement between the City of Houston (City) and Harris County Flood Control District (HCFCD) for construction of the Meyergrove Phase 2 Detention Basin.  

 

RECOMMENDATION: Adopt an ordinance approving and authorizing an Interlocal Agreement between the City of Houston (City) and Harris County Flood Control District (HCFCD) for construction of the Meyergrove Phase 2 Detention Basin.      

 

PROJECT NOTICE/JUSTIFICATION: This project is part of the Interlocal Cooperation Act (Tex. Gov’t Code Ann. Ch. 791) between the City and HCFCD. This project will provide approximately 8.1 acre-feet of detention storage to reduce the risk of street flooding and will benefit the residents in the area of North Braeswood Boulevard and Frankway Drive.   

 

LOCATION: The project area is generally bound by North Braeswood Boulevard on the north, Greenwillow Drive on the east, Interstate 610 on the south, and Interstate 610 on the west.

 

SCOPE OF THE AGREEMENT AND FEE: The City will contribute the necessary right of way for the Project, and the District will construct and maintain the Project.

 

The City will grant the District a construction easement over the entire property within thirty (30) days of the final execution of the Agreement. Within sixty (60) days of the completion of the construction of the project, the City will grant the District a permanent maintenance easement over the portion of the property where the project is located. This easement will include the necessary rights of ingress and egress for access to the project. Additionally, the City will be responsible for the relocating any encroaching utility facilities located outside the existing easement.   

 

FISCAL NOTE: No significant Fiscal Operating Impact is anticipated as a result of this project.
