RECOMMENDATION
Adopt an ordinance approving and authorizing an Interlocal Agreement (ILA) between the City of Houston and the Harris County Flood Control District (HFCD) for the TIRZ 17 Detention Project.
SPECIFIC EXPLANATION
The TIRZ 17 Detention Project (the Project), in partnership with the Memorial City Redevelopment Authority (TIRZ 17) and Harris County Flood Control District (HCFCD), consists of the design and construction of a sub-surface detention basin and upstream storm sewer improvements. The City of Houston is the sponsor of a grant from the FEMA Hazard Mitigation Grant Program (HMGP) approved by City Council on April 21, 2021 (Ordinance No. 2021-0292) to fund a portion of design and construction of the Project. Houston Public Works is responsible for managing the grant as well as design and construction of the Project. The current estimated project cost is $84,000,000.00.
The Project will improve the existing drainage system by relieving overcapacity on HCFCD Unit W151-00-00 and diverting runoff from Unit W151-00-00 through the proposed storm sewer conveyance facilities within the area street right-of-way into the proposed sub-surface detention basin to ultimately re-route the runoff to District Unit W153-00-00. These improvements will act as a relief storm water system, reducing flooding for thousands of residents within both the City and District. Under the proposed ILA, Harris County Flood Control District will contribute $20,000,000.00 for construction.
FISCAL NOTE
No significant fiscal operating impact is anticipated as a result of this project.
