ORDINANCE enlarging boundaries of REINVESTMENT ZONE NUMBER TWENTY, CITY OF HOUSTON, TEXAS (SOUTHWEST HOUSTON ZONE) - DISTRICTS C - KAMIN; F - THOMAS; J - POLLARD and K - CASTEX-TATUM

Background:

SUBJECT:  An ordinance enlarging the boundaries of Reinvestment Zone Number Twenty (Southwest Houston Zone), City of Houston, Texas by adding certain property to the Zone.  

 

RECOMMENDATION: (Summary)

City Council adopt an ordinance enlarging the boundaries of Reinvestment Zone Number Twenty, City of Houston (Southwest Houston Zone) by adding certain property to the Zone

 

SPECIFIC EXPLANATION:

 

Reinvestment Zone Number Twenty, City of Houston, Texas (“ Southwest Houston Zone”), was created by Ordinance No. 1999-1330 on December 15, 1999, and initially consisted of approximately 2,051.63 acres.  Subsequently, City Council approved the boundary enlargement of the Zone by Ordinance No. 2013-0212 on March 20, 2013, adding approximately 860 acres to the Zone. On November 4, 2015, City Council approved Ordinance No. 2015-1051 to annex approximately 456.4 acres into the Zone and to de-annex approximately 29 acres. On December 14, 2022, City Council approved Ordinance No. 2022-974 to annex approximately 1,673 acres of land into the Zone. On December 6, 2023, City Council approved Ordinance 2023-1082 to annex approximately 340 acres into the Zone.

 

It is recommended that City Council annex approximately 220 acres of land into the Zone to provide for infrastructure, drainage, mobility, connectivity, public facility and park improvements. The boundaries of the proposed annexation area are as follows:

TRACT 1: HCAD Parcels 1245550010001 and 1410230010001, along with the ROW of Adler Drive from Elm Street south to Clarewood Drive and the ROW of Chimney Rock Road from Elm Street south to Clarewood Drive.

TRACT 2: Parcels adjacent to the west side of Hillcroft Avenue between Sharpsview Drive and Bissonnet Street, and the parcels owned by Harris County along Albacore Drive between Beryl Street and Bissonnet Street.

TRACT 3: Parcels and ROW within the area bounded by Bissonnet Street on the north, I-69 on the southeast, and Highway 8 on the west; along with parcels adjacent to the north side of Bissonnet Street between Highway 8 and Woodfair Drive.

TRACT 4: HCAD Parcel 1090410000016 and the ROW of Wilcrest Drive from Bissonnet Street south to this parcel’s southern boundary. 

The proposed annexation will enable improvements to transportation and mobility; additional stormwater management; development and enhancement of recreational public infrastructure such as bike paths, pedestrian bridges, and public green space; and infrastructure to spur economic activity within the Zone
