SUBJECT: An Ordinance to approve a Seventh Amendment to the Project Plan and Reinvestment Zone Financing Plan for Reinvestment Zone Number Twenty, City of Houston, Texas (Southwest Houston Zone).
RECOMMENDATION: (Summary)
City Council adopt an ordinance to approve a Seventh Amendment to the Project Plan and Reinvestment Zone Financing Plan for Reinvestment Zone Number Twenty, City of Houston, Texas (Southwest Zone).
SPECIFIC EXPLANATION:
Reinvestment Zone Number Twenty, City of Houston, Texas (“Southwest Zone”), was created by Ordinance No. 1999-1330 on December 15, 1999. City Council approved a Project Plan and Reinvestment Zone Financing Plan for the Southwest Zone by Ordinance No. 2000-0310 on April 19, 2000.
Subsequently, City Council approved the First Amended Project Plan and Reinvestment Zone Financing Plan by Ordinance No. 2009-0111 on February 18, 2009, the Second Amended Project Plan and Reinvestment Zone Financing Plan by Ordinance No. 2013-0213 on March 20, 2013, the Third Amended Project Plan and Reinvestment Zone Financing Plan by Ordinance No. 2015-1052 on November 4, 2015, the Fourth Amended Project Plan and Reinvestment Zone Financing Plan by Ordinance No. 2017-185 on March 8, 2017, the Fifth Amended Project Plan and Reinvestment Zone Financing Plan by Ordinance No. 2022-0975 on December 14, 2022, and the Sixth Amended Project Plan and Reinvestment Zone Financing Plan by Ordinance No. 2023-1083 on December 6, 2023.
On November 14, 2024, the Board of Directors of Reinvestment Zone Number Twenty (Southwest Houston Zone) and the Southwest Houston Redevelopment Authority considered and approved the proposed Seventh Amended Project Plan and Reinvestment Zone Financing Plan (the “Amended Plan”) and submitted the Amended Plan to the City for consideration by City Council.
The Amended Plan includes Harris County participation in the Southwest Houston Zone and the annexation of approximately 220 acres into the Zone to provide for infrastructure, drainage, mobility, connectivity, public facility, and park improvements. Pursuant to Chapter 311 of the Texas Tax Code, a public hearing will be held on December 4, 2024.
Accordingly, the Administration recommends that City Council approve the Amended Plan for the Zone.
