SUBJECT: An ordinance enlarging the boundaries of Reinvestment Zone Number Seventeen (Memorial City Zone) by adding certain property to the Zone
RECOMMENDATION: (Summary)
City Council adopt an ordinance enlarging the boundaries of Reinvestment Zone Number Seventeen (Memorial City Zone) by adding certain property to the Zone.
SPECIFIC EXPLANATION:
Reinvestment Zone Number Seventeen, City of Houston, Texas (“Memorial City Zone”), was created by Ordinance No. 1999-759 on July 21, 1999, and initially included 656.7 acres. Subsequently, City Council approved a boundary enlargement of the Zone by Ordinance No. 2011-727 on August 17, 2011. On December 10, 2014, City Council approved Ordinance No. 2014-1129 to enlarge the Zone. On August 16, 2017, City Council approved Ordinance No. 2017-629 to enlarge the Zone. On January 2, 2019, City Council approved Ordinance No. 2019-12 to enlarge the Zone.
It is recommended that City Council annex approximately 14.87 acres of land into the Zone to provide for infrastructure, drainage, and public facility improvements. The boundaries of the proposed annexation area are as follows:
TRACT 1: HCAD Parcels 0583030000046 and 1217400010001.
TRACT 2: select ROW including Westview Drive at the intersection of Demaret Lane, and from the intersection of Windhover Lane east to Moorhead Drive; Cedardale Drive between Demaret Lane and Windhover Lane; and Windhover from Westview Drive south to Cedardale Lane.
The proposed annexation will enable improvements to stormwater management, public safety, and infrastructure to spur economic activity within the Zone
