RECOMMENDATION: (Summary)
City Council adopt an ordinance to approve a Second Amended Project Plan and Reinvestment Zone Financing Plan for Reinvestment Zone Number Twenty-Five, City of Houston, Texas (“Hiram Clarke/Fort Bend Zone”).
SPECIFIC EXPLANATION:
Reinvestment Zone Number Twenty-Five, City of Houston, Texas (“Hiram Clarke/Fort Bend Zone”), was created by Ordinance No. 2013-708 on August 7, 2013. City Council approved a Project Plan and Reinvestment Zone Financing Plan for the Hiram Clarke/Fort Bend Zone by Ordinance No. 2014-629 on June 18, 2014. Subsequently, City Council approved the First Amended Project Plan and Reinvestment Zone Financing Plan by Ordinance No. 2020-1085 on December 16, 2020.
On November 7, 2024, the Board of Directors of the Hiram Clarke/Fort Bend Redevelopment Authority and the Board of Directors of the Hiram Clarke/Fort Bend Zone approved a proposed Second Amended Project Plan and Reinvestment Zone Financing Plan (“Amended Plan”) for the Hiram Clarke/Fort Bend Zone and submitted it to the City for consideration by City Council.
The Amended Plan includes the annexation of approximately 32.1 acres into the Hiram Clarke/Fort Bend Zone to provide for infrastructure improvements. Pursuant to Chapter 311 of the Texas Tax Code, a public hearing will be held on December 4, 2024.
Accordingly, the Administration recommends that City Council approve the Amended Plan for the Hiram Clarke/Fort Bend Zone.
