RECOMMENDATION: (Summary)
City Council adopt an ordinance to enlarge the boundaries of Reinvestment Zone Number Twenty-Five, City of Houston, Texas (Hiram Clarke/Fort Bend Zone).
SPECIFIC EXPLANATION:
Reinvestment Zone Number Twenty-Five, City of Houston, Texas (the “Zone”) was created by Ordinance No. 2013-708 on August 7, 2013, and initially consisted of approximately 5,633 acres. On December 16, 2020, City Council approved Ordinance No. 2020-1084 to annex approximately 341 acres into the Zone.
It is recommended that City Council annex approximately 32.1 acres of land into the Zone to improve infrastructure that will attract private investment in the area. The boundaries of the proposed annexation area are as follows:
Parcels bounded by Minetta Street on the north, Canemont Street on the east, railroad tracks on the south, and Ormandy Street on the west, along with certain ROW parcels:
· Fondren Road from Minetta Street south to Main Street;
· Minetta Street from Fondren Road to approximately 366 feet east of Fairmont Street;
· Ormandy Street from Fonmeadow Drive south to its terminus;
· Canemont Street from Fonmeadow Drive south to its terminus; and
· Fairmont Street from Minetta Street north approximately 374 feet.
The proposed annexation will enable improvements to spur economic activity within the Zone.
