Summary:

ORDINANCE appropriating $3,000,000.00 out of Contributed Capital Project Fund for planned continuation and support of Houston Permitting Center’s Permitting and Inspection System (HOUPERMITS) for the Houston Information Technology Services and on behalf of Houston Public Works

Background:

The Chief Information Officer recommends that City Council approve an ordinance to appropriate $3,000,000.00 from the Contributed Capital Project Fund (4515) for the planned continuation and support of the Houston Permitting Center’s permitting and inspection system (HouPermits) for Houston Information Technology Services on behalf of Houston Public Works. This project is budgeted in the approved FY2025 Capital Improvement Plan adopted by City Council.

 

The projects description with allocation amount is as follows:

HouPermits is a permitting system that process licenses and registrations, permit application intake and processing, tracking plan review approvals, permit issuance, inspections, certificate of occupancy, and code enforcement through automation and process standardization. HouPermits is replacing the legacy Integrated Land Management System (ILMS) which is the City's current application facilitating the permitting process.

 

This appropriation will allow for the continuation of the multi-year HouPermits Project to replace ILMS with a new commercial off-the-shelf configurable application for the Houston Permitting Center. This project allows for a workflow driven application providing a new customer portal, back-end comprehensive web-application, and mobile application for Field Inspector use. Through this user-friendly system, customers can conveniently complete their permitting applications entirely online, and benefit from viewing real-time, detailed project status throughout the life of the project. This transition to an automated platform empowers customers and the community by saving time and enhancing convenience.

 

HITS will leverage existing contract(s) for the purchase of professional services and will come back to council as needed for the procurement.

 

 

Fiscal Note:

No significant Fiscal Operating impact is anticipated because of this project.
