SUBJECT: Accept Work for FY2019 Drainage Rehabilitation Work Orders #5.
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $2,925,260.01 or 2.49% under the original Contract Amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project provided work authorizations on a location-by-location basis, as needed, to preserve, repair, rehabilitate or reconstruct the storm drainage asset to such a condition that it may be effectively used for its designated functional purpose.
DESCRIPTION/SCOPE: This citywide program provides construction services to resolve localized storm water drainage problems. The scope was established by each work authorization. The contract duration for this project was 730 calendar days. The project was awarded to T Construction, LLC with an original Contract Amount of $3,000,000.00.
LOCATION: The projects were located throughout the City of Houston.
CONTRACT COMPLETION AND COST: The Contractor, T Construction LLC, has completed the work under the subject Contract. The project was completed beyond the established completion date with an additional 730 days approved by Change Order Nos 2 and 3. The final cost of the project, including overrun and underrun of estimated unit price quantities is $2,925,260.01, a decrease of $74,739.99 or 2.49% under the original Contract Amount and under the 5% contingency amount. The decreased cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION: The advertised M/WBE contract goals for this project were 11% MBE and 7% WBE. The M/W/SBE goals approved for this project were 11% MBE, 3% WBE, and 4% SBE. According to the Office of Business Opportunity, the actual participation achieved on this project was 7.84% MBE, 4.31% WBE and 7.94% SBE. The MWBE performance on this project was rated Satisfactory due to Good Faith Efforts for the following reasons: the WBE and SBE goal was exceeded, and good faith efforts were made to meet the MBE goal while utilizing all goal credit firms to the extent possible. For the reasons listed, the MWSBE performance meets the good faith efforts requirements mandated by the City's MWSBE Program.
