The Harris Central Appraisal District (HCAD) is the body which appraises property for ad valorem tax purposes within Harris County and is governed by a board who are appointed.
Per Section 6.0301(c) of the tax code, the HCAD is governed by a board of nine directors, including five directors appointed by the taxing units and 4 by election. For the appointed positions, the City of Houston has 655 votes to allocate.
On October 9, 2024, Houston City Council voted to nominate Melissa Noriega to the HCAD board for a term beginning January 1, 2025.
To follow through on the action taken in October, Council is now asked to allocate the City of Houston votes fully to the City of Houston nominee, Melissa Noriega.
Council approval of the Resolution is recommended.
