Summary:

RECOMMENDATION from Director Houston Public Works for approval of final contract amount of $315,863.08 and acceptance of work on contract with TB CONCRETE CONSTRUCTION INC for Plum Creek Lift Station Access Road - 17.12% under the original contract amount - DISTRICT I - MARTINEZ

Background:

SUBJECT: Accept Work for Plum Creek Lift Station Access Road.

 

RECOMMENDATION: (SUMMARY) Pass a motion to approve the final contract amount of $315,863.08 or 17.12% under the original contract amount, accept the Work and authorize final payment.

 

PROJECT NOTICE/JUSTIFICATION: This project was part of the Lift Station Renewal and Replacement program and is required to improve wastewater lift stations.

 

DESCRIPTION/SCOPE: This project consisted of constructing an 11 ft. wide by 1230 ft. long concrete road, approximately 320 linear ft. of 24 in. reinforced concrete pipe storm sewers, precast storm junction boxes, A-1 inlets, and C-1 manhole. KIT Professional, Inc. designed the project with 120 calendar days allowed for construction. The project was awarded to TB Concrete Construction, Inc. with an original contract amount of $381,097.00.

 

LOCATION: The project location is 8307 South Loop East, Houston, TX, 77012 and is generally bound by IH-610 on the north and west, Coleto Street on the south, and Old Galveston Road on the east.

 

CONTRACT COMPLETION AND COST: The contractor, TB Concrete Construction, Inc. has completed the work under the subject contract. The project was completed beyond the established completion date with an additional 60 days approved by Change Order No.1. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order No. 2 and 3 is $315,863.08, a decrease of $65,233.92 or 17.12% under the original contract amount. The decreased cost is a result of the difference between planned and measured quantities.

 

M/WSBE PARTICIPATION:  The advertised M/WBE contract goals for this project were 7.00% MBE and 2.00% WBE. The M/WSBE goals approved for this project were 5.00% MBE, 2.00% WBE and 2.00% SBE. According to the Office of Business Opportunity, the actual participation achieved on this project was 7.65% MBE, 0.00% WBE and 4.34% SBE. The M/W/SBE performance on this project was rated Satisfactory due for the following reasons: the MBE was achieved, WBE was achieved by taking 2.00% from the 4.00% SBE OBO credit cap rule, the SBE goal was also achieved.  For the reasons listed, the M/W/SBE performance meets the requirements mandated by the City's MWSBE Program.
