Specific Explanation:
The Director of the Solid Waste Management Department (SWM) and the Chief Procurement Offer recommend that City Council approve an ordinance authorizing a First Amendment to contract 4600015500 between the City of Houston and Tetra Tech, Inc. to extend the contract term from November 10, 2024 to September 12, 2027 for continued disaster debris monitoring services both SWM and Houston Public Works.
This pre-positioned contract was awarded and activated on June 19, 2019, by Ordinance No. 2019-476, for a three (3) year term with two (2) one-year options with a maximum contract amount of $3,500,000.00. On September 7, 2022, City Council passed Ordinance No. 2022-678 to correct the maximum contract amount from $3,500,000.00 to $4,900,000.00 as originally intended.
The City has exercised the 90-day extension to extend the term to November 10, 2024. However, ongoing debris monitoring services are necessary, as work is still being performed on Hurricane Harvey debris projects, including monitoring services for Lake Houston to be funded by FEMA and the Texas Water Development Board. This amendment will extend the term of the contract for approximately two (2) years and 11 months, which includes two (2) one-year options, through September 12, 2027 to allow this work to continue. There is sufficient funding remaining on this contract to sustain to complete work through the end of the amended term.
The scope of work requires the contractor to provide debris monitoring services to assist the City with monitoring the operations of the Debris Management Contractor(s) (DMC) in disaster debris removal and disposal. The contractor shall observe, monitor, and document the DMC’s removal, processing, and disposal operations, including maintaining documentation regarding debris types, quantities, reduction methods, and pick-up and disposal locations to certify all debris collection and disposal services comply with all applicable law, including FEMA regulations, policies and guidelines to maximize reimbursements from FEMA and other federal, state and local agencies.
MWBE Subcontracting:
This contract was awarded with a 11% MWBE participation goal. Tetra Tech, Inc. is currently achieving 36.4% MWBE participation. OBO will continue to monitor goal performance.
Fiscal Note:
There is no fiscal impact to the fiscal budget or no additional spending authority. Therefore, no Fiscal Note is required as stated in the Financial Policies.
