Enact an ordinance appropriating $5,000,000.00 out of the Airports Renewal and Replacement Fund (8010) for the Derivative Agreement with TDIndustries, Inc. through the Omnia Partners Interlocal Agreement for Cooperative Purchasing for IAH International Terminal Facility Maintenance Services.
On February 21, 2024 City Council enacted Ordinance 2024-78 approving and authorizing a Derivative Agreement with TDIndustries, Inc. (TDI) through the Omnia Partners Interlocal Agreement for Cooperative Purchasing for IAH International Terminal Facility Maintenance Services (On-Call Renovation/Repair/Replacement Services). The Ordinance set a maximum contract amount of $57,834,827.47, with $20M of that amount to be appropriated from the Airports Renewal and Replacement Fund (8010) in future fiscal years.
Under the Agreement, TDI provides full maintenance services at multiple IAH international areas, encompassing approximately 2M square feet, assuring “Day 1” readiness and allowing for full functionality of the facilities by providing skilled services to perform complex maintenance requirements. The Contractor provides planned, preventive, and timely corrective maintenance for each asset to insure it achieves its original lifecycle.
An appropriation of $5M is requested to fund FY25 “Out-of-Base Scope” items, including repair/refurbishment/replacement services; Third-Party damage, upgrades, and force majeure; mechanical/electrical/plumbing; HVAC; structural/architectural/roofing; and restroom renovations. Identified assets for maintenance under the requested appropriation include automatic transfer switches, cooling systems, generators, boilers, sprinkler pipes, air handling units, chillers, elevators, and escalators.
Approval of the requested appropriation will help keep assets in an opening day fresh condition to provide five-star facilities for the traveling public.
The awarded MWBE goal for this contract is 21%. The Prime is currently achieving 33.7% MWBE participation. The Office of Business Opportunity will continue to monitor this contract for compliance with the MWSBE Program.
Fiscal Note:
No significant Fiscal Operating impact is anticipated as a result of this project.
