RECOMMENDATION: The General Services Department recommends City Council (1) appropriate an additional sum of $99,000.00 to the construction contract with Restocon Corporation and (2) approve a First Amendment to the construction contract with Restocon Corporation to increase the Director’s authority to approve Change Orders up to 25% of the original contract price for the City Hall Annex Garage Waterproofing project.
SPECIFIC EXPLANATION: On July 10, 2024, by Ordinance No. 2024-509, City Council awarded a construction contract to Restocon Corporation and appropriated $748,038.45 for construction services, including a 10% contingency, for the City Hall Annex Garage Waterproofing project.
During construction, the contractor discovered more than anticipated deteriorated concrete on the garage ground level, entry, and exit ramps. Due to this discovery, additional concrete repair is necessary prior to completing waterproofing of the garage.

M/WBE PARTICIPATION: No City M/WBE participation goal was established for this project as the contract amount does not exceed the threshold of $1,000,000.00 required for goal-oriented contracts per Section §15-82 of the City Code of Ordinances.
FISCAL NOTE: No significant Fiscal Operating impact is anticipated as a result of this project.
