The Director of the Houston Health Department and the Chief Procurement Officer recommend that City Council approve an ordinance authorizing an agreement between the City of Houston and the University of Houston, on behalf of its College of Optometry, in the maximum contract amount not to exceed $525,000.00 for optometry services as part of the See to Succeed initiative with an effective term through August 1st, 2025 from supplier, The University of Houston, on behalf of its College of Optometry, for the Houston Health Department.
The See to Succeed initiative began in 2011 when the Houston Health Department partnered with various agencies, including the University of Houston College of Optometry, to implement a community-based service model to provide high-volume walk-through optometry services. This program serves children ages 6-18 who suffer from vision problems due to health, family history, or injury. This program has also partnered with local public-school districts, charter schools, and private schools to provide financially disadvantaged school-aged children with comprehensive vision services, including exams and glasses.
This recommendation is made pursuant to subsection 791.025(c) of the Texas Local Government Code, which provides that "A local government that purchases goods and services under this section satisfies the requirement of the local government to seek competitive bids for the purchase of the goods and services.”
