Summary:

ORDINANCE approving and awarding contract between City of Houston and ITSA HOLDINGS, INC dba ROOTS BLOWERS, LLC for Blower Repair and Replacement Services for Houston Public Works; providing a maximum contract amount - 3 Years with 2 one-year options - $12,729,125.10 - Enterprise Fund

Background:

Best Value Bids received July 18, 2024, for P05 – DOC1113314210 – Approve an ordinance awarding a contract to ITSA Holdings, Inc. DBA Roots Blowers, LLC. in the maximum contract amount of $12,729,125.10 for blower repair and replacement services for a three (3) year contract, with two (2) one-year options for Houston Public Works.

 

Specific Explanation:

The Chief Procurement Officer and the Chief Operating Officer of Houston Public Works (HPW) recommend that City Council approve an ordinance awarding a three (3) year contract, with two (2) one-year options to ITSA Holdings, Inc. DBA Roots Blowers, LLC in the maximum contract amount of $12,729,125.10 for blower repair and replacement services for HPW.

 

The scope of work requires the contractor to provide blower repair and replacement services at the City’s Wastewater Treatment Plants (WWTPs) and lift stations.   Blowers play a vital role in wastewater treatment plants, by introducing air into the water to support the growth of microorganisms that break down organic waste.  This process is called aeration and is a key step in the wastewater treatment process.  Proper maintenance of the blowers is essential.  Repairs and/or replacement of these blowers are required to prevent any sanitary sewer overflows, plant non-compliance and to protect the environment and public safety

The Best Value Bid (BVB) was advertised in accordance with the requirements of the State of Texas bid laws, and as a result, best value bids were received from the following three (3) firms:

The evaluation committee consisted of employees from Houston Public Works. The best-value bids were evaluated based on the following criteria:

•  Pricing

 

The bid from ITSA Holdings, Inc. DBA Roots Blowers, LLC. was deemed the most qualified bid. 

 

M/WBE Subcontracting:

The BVB was advertised with a 3% goal for M/WBE participation. ITSA Holdings, Inc. DBA Roots Blowers, LLC has designated the companies below as its certified M/WBE subcontractors.

Pay or Play Program:

The proposed contract requires compliance with the City’s Pay or Play ordinance regarding health benefits for employees of City contractors. In this case, ITSA Holdings, Inc. DBA Roots Blowers, LLC will provide health benefits for their employees in compliance with City policy.

 

Hire Houston First:

The proposed contract requires compliance with the City's 'Hire Houston First' (HHF) ordinance that promotes economic opportunity for Houston businesses and supports job creation.  In this case, ITSA Holdings, Inc. DBA Roots Blowers, LLC does not meet the requirements for HHF designation; no HHF firms were within three percent.  

 

Fiscal Note:

Funding for this item is included in the FY2025 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policies.
