Background:

P46-WS1278414587 – Approve spending authority in the total amount of $297,013.02 for the purchase of animal enforcement officer trucks from Chastang Enterprises Houston LLC, dba Chastang Ford through Texas Local Purchasing Cooperative (Buy Board) for the Fleet Management Department (FMD) on behalf of the Administration and Regulatory Affairs Department (ARA).

 

Specific Explanation:

The Director of the Fleet Management Department (FMD) and the Chief Procurement Officer recommend that City Council approve spending authority for the purchase of three (3) animal enforcement officer trucks in the total amount of $297,013.02 from Chastang Enterprises Houston LLC, dba Chastang Ford through Texas Local Purchasing Cooperative (Buy Board) for the Administration and Regulatory Affairs Department (ARA).

 

These animal enforcement officer trucks will be used by the Department’s Bureau of Animal Regulation and Care (BARC) to transport animals safely and comfortably from the point of pick-up to the designated City facility. BARCs vehicle fleet is aging and in dire need of replacement. These vehicles will replace trucks that have reached the end of useful life where it is no longer cost effective nor efficient to purchase parts for and repair the aged vehicles. 

 

 This recommendation is made pursuant to subsection 271.102(c) of the Texas Local Government Code, which provides that "a local government that purchases goods or services from a cooperative purchasing program or organization satisfies any state law requiring the local government to seek competitive bids for the purchase of the goods or services.”

 

MWBE Participation:

MWBE Zero Percentage Goal Document approved by the Office of Business Opportunity.

 

Hire Houston First:

This procurement is exempt from the City's Hire Houston First Ordinance. Bids/proposals were not solicited because the department is utilizing an Interlocal/Cooperative Purchasing Agreement for this purchase.

 

Fiscal Note:

No significant Fiscal Operating impact Is anticipated as a result of this project.
