Summary:

ORDINANCE amending Ordinance No. 2023-1041 to increase maximum contract amount; approving and authorizing Restated and Amended Agreement to existing contract with the HEALTH AND HUMAN SERVICES DEPARTMENT for the Collective Action for Youth Program to provide Credible Messenger Services - $2,000,000.00 - Community Health and Assessment Fund

Background:

T32754.A1 – Approve an amending ordinance to Ordinance No. 2023-1041, approved on November 29, 2023, to increase the maximum from $475,000.00 to $2,475,000.00; Approve and authorize a Restated and Amended Agreement to contract No. 4600018017 between the City of Houston and Collective Action for Youth to amend the scope of work to provide credible messenger services for the Houston Health Department.

 

Specific Explanation:

The Director of the Houston Health Department and the Chief Procurement Officer recommend that City Council approve an amending ordinance to increase the maximum contract amount from $475,000.00 to $2,475,000.00 and to authorize a Restated and Amended Agreement to the contract between the City of Houston and Collective Action for Youth to amend the scope of work to provide credible messenger services for the Houston Health Department.

 

This contract was awarded on November 29, 2023, by Ordinance No. 2023-1041 for a three-year term with one-year automatic renewal. The Houston Health Department is adding additional dollars to the contract and expanding the scope of work to include community violence intervention services in the contract. Credible Messengers improve outcomes for people in the justice system, including increased engagement with programs and services, reduction in re-arrests, violations, and anti-social behavior, increased compliance with court mandates, and improved relationships between system stakeholders and community members.

Fiscal Note:
