Background:

RECOMMENDATION:

Pass a motion to approve the final contract amount of $1,484,138.50, or 10.35% under the original contract amount of $1,637,715.00, to accept the work, and to authorize the final payment.

SPECIFIC EXPLANATION:

Intex United, Inc., has completed all the work required under the contract in the amount of $1,484,138.50 for the Terminal A/B Garage Signage and Wayfinding Project at George Bush Intercontinental Airport/Houston (IAH) (Project No. 794A). The final contract amount includes one change order with a net value of -$153,576.51.

During construction, the project was managed and inspected by Houston Airport System (HAS) personnel.

It is now requested that City Council pass a motion to approve the final contract amount of $1,484,138.50, or 10.35% under the original contract amount of $1,637,715.00, to accept the work, and to authorize the final payment.

MWDBE PARTICIPATION:

The advertised MWBE contract goals for this project were 16.00% MBE and 7.00% WBE. The MWBE goals approved for this project were 19.00% MBE, 10.00% WBE, and 5.00% SBE. According to the Office of Business Opportunity, the actual participation achieved on this project was 17.75% MBE, 5.64% WBE, and 5.55% SBE. The MWSBE performance on this project was rated Satisfactory due to Good Faith Efforts for the following reasons: The MWSBE goals were on track to achievement, but there was a change order that removed a large portion of the scope. The remaining work was specialty signage items that had to be fabricated and installed by the prime. M/W/SBE vendors were used for materials, but the work had to be done at Intex United. For the reasons listed, the M/W/SBE performance meets the good faith efforts requirements mandated by the City's M/W/SBE Program.
