SUBJECT: Accept Work for Shepherd and Durham: Paving and Drainage Project: Washington to Dickson.
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $11,384,949.13 or 4.40% over the revised Contract Amount, accept the Work and authorize the final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the Capital Improvement Plan (CIP) and was required to meet City of Houston design and safety standards as well as improve traffic mobility and drainage in the service area.
DESCRIPTION/SCOPE: This project consisted of the construction of approximately 4,000 linear feet of 4-lane undivided concrete roadway per the Mayor Thoroughfare Freeway Plan (MTFP) standard. The proposed project improvements included concrete roadways on Sheperd and Durham with a dedicated -on street bike path, curbs, ramps, underground storm sewer system, new inlets, sidewalks, streetlights, traffic signals, traffic control and water and sanitary utilities. WSB & Associates, Inc dba Nathelyne A. Kennedy & Associates, L.P. designed the project with 450 calendar days allowed for construction. The project was awarded to SER Construction Partners, LLC with an original Contract Amount of $10,299,272.70 and an additional appropriation of $605,921.14 for a revised total contract amount of $10,905,193.84.
LOCATION: The project area is generally bound by Washington Avenue on the north, Dickson Street on the south, Yale Street on the east and Westcott Street on the west.
CONTRACT COMPLETION AND COST: The Contractor, SER Construction Partners, LLC, has completed the work under the subject Contract. The project was completed beyond the established completion date with an additional 166 days approved by Change Orders Nos 2, and 19. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order Nos 1-19 is $11,384,949.13, a increase of $479,755.29 or 4.40% over the revised Contract Amount. The increased cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION: The advertised M/WBE contract goals for this project were 11.00% MBE and 5.45% WBE. The M/W/SBE goals approved for this project were 11.00% MBE, 5.45% WBE and 1.55% SBE. According to the Office of Business Opportunity, the actual participation achieved on this project was 26.06% MBE, 16.80% WBE, and 1.68% SBE. The MWSBE performance on this project was rated Outstanding for the following reasons: The Prime exceeded all the M/W/SBE goals for the project and utilized all goal credit contractors to the extent possible. For the reasons listed, the M/W/SBE performance meets the good faith efforts requirements mandated by the City's MWSBE Program.
