Specific Explanation:

The Director of the Houston Health Department and the Chief Procurement Officer recommend that City Council approve an ordinance  authorizing a second amendment to extend contracts term from September 30, 2024, to September 30, 2025, for contracts between the City of Houston and (1) Alpha Eyecare Associates PLLC, (2) Chinese Community Center, (3) Entramed, Inc. Dba Sentido Health, (4) Home Delivery Incontinent Supplies Co.,  (5) MERC Medical Supply,  (6) Monarch Endeavors LLC Dba Synergy of Northwest Houston, (7) Texas Southern University, (8) University of Texas Health Science Center at Houston, (9) MJC Audiology Consultant, LLC (10) Interfaith Care Partners, (11) Alzheimer’s Disease and Related Disorders, (12) BakerRipley, (13) Dinsmore Medical Systems LLC, (14) Evelyn Rubenstein Jewish Community Center- Visiting, (15) Hearing Aid Express, (16) Height Hearing Aids, LLC, (17) Montrose Counseling Center,  (18) Perry Lee Home Health, (19) Synergy- Katy- Haselden Homecare LLC, (20) Synergy Conroe- Mosher Initiatives  for aging and caregiver supportive services to senior adults through the Harris County Area Agency on Aging (HCAAA) for the Houston Health Department (HHD).

 

On December 19, 2018, Ordinance No. 2018-1032 awarded (25) twenty-five contracts for three years with two one-year renewal options in the cumulative award amount of $11,141,736.17.  On March 31, 2021, Ordinance No. 2021-0235 increased the maximum award amount to $11,497,808.00. On November 1, 2023, Ordinance No. 2023-924 increased the maximum award amount to $25,759,544.17 and extended the contracts terms from September 30, 2023 to September 30, 2024. This amendment extends the contract terms for (20) twenty contracts to September 30, 2025, and allows for the completion of the RFP process and awarding new contracts.

 

Five of the twenty-five (25) contracts will not be extended and will expire on September 30, 2024, because one vendor was taken over by one of the other awarded vendors, the department is no longer using three vendors, and one vendor has been awarded a new contract.

 

The COVID-19 pandemic created a need for local and statewide compensation funding to address unexpected service gaps. These gaps included the need to provide additional supportive services, take on new referrals, deliver incontinent supplies and nutritional supplements, and increase caregiver information services, in-home services, and respite services, to name a few. Increased funding from the Older Americans Acts of 1965 enables contractors to meet the unexpected supportive service's elevated demand.

 

The program is grant-funded by the Older Americans Act of 1965 (OAA), and HCAAA coordinates supportive services for adults ages 60 and older in Harris County through a direct or community-based services delivery system.
