Summary:

ORDINANCE approving and authorizing agreement between City of Houston and BLUELINK, LLC for purchase a fully functional Underwater Remote Operated Vehicle for the Mayor’s Office of Public Safety and Homeland Security, on behalf of the Houston Police Department - 1 Year - $73,349.00 - Grant Fund

Background:

Formal bids received August 8, 2024, for DOC1145881334-P38 – Approve an ordinance awarding a contract to BlueLink, LLC for a maximum contract amount of $73,349.00 to purchase a fully functional Underwater Remote Operated Vehicle for one (1) year term for the Mayor’s Office of Public Safety and Homeland Security, on behalf of the Houston Police Department

 

Specific Explanation:

The Director of the Mayor’ s Office of Public Safety and Homeland Security and the Chief Procurement Officer recommend that City Council approve an ordinance awarding a contract to BlueLink, LLC for one (1) Underwater Remote Operated Vehicle (ROV) in the total amount not to exceed $73,349.00 for the Houston Police Department (HPD) Dive Team.  The contract is for one year and the ROV has a two-year warranty.

 

This invitation to bid (ITB) was advertised in accordance with the requirements of the state of Texas bid laws. Seven (7) respondents downloaded the solicitation from SPD’s Ariba Discovery Website and three (3) bids were received as outlined below.

The ROV submitted by the lowest bidder, Poseidon Robotics, LLC, did not meet all specifications required by HPD Dive Team.

 

The scope of work requires the vendor provide all labor, tools, parts, supervision, and other items necessary to provide and deliver a fully functioning ROV with accessories and training for HPD Dive Team. The ROV will be used by the Dive Team to aid in search and recovery efforts of evidence at the Port of Houston and surrounding waterways, including lakes and bayous. The ROV will also aid in the securing of critical infrastructure and vessels. The ROV will provide sonar and video capabilities as well as manipulation of articles located by use of a robotic arm to provide extra safety to divers.  

 

M/WBE Participation:

This procurement is exempt from the City’s M/WBE subcontracting as the total project expenditure does not exceed the $100,000.00 City’s threshold.

 

Hire Houston First:

Hire Houston First does not apply to this expenditure because it involves the use of federal funds and is subject to specific procurement rules of the federal government.

 

Fiscal Note:

No Fiscal Note is required on grant items.
