Specific Explanation:
The Chief Information Officer recommends that City Council approve an ordinance to appropriate $100,000.00 from the Equipment Acquisition Consolidated Fund (1800) for the planned Analog/Plain Old Telephone System (POTS) Service Replacement Project for Houston Information Technology Services (HITS). This Project is budgeted in the approved FY2025 Capital Improvement Plan adopted by City Council.

Replacement
The planned Analog /Plain Old Telephone System (POTS) Service Replacement Project will replace plain old telephone (POTS) lines including those used by elevator emergency phones, fire alarm panels, and various other emergency uses, to a cellular with Wide Area Network (WAN) connectivity. The requested appropriation will allow for the replacement of POTS lines that can no longer be fixed or replaced by the carrier due to aged infrastructure. The planned replacement will also ensure the City is in compliance with requirements related to elevators and fire alarm panels by replacing the POTS lines with a safety rated IP based solution. HITS will leverage cooperative contract(s) and/or existing enterprise contract(s) for the purchase of hardware.
Fiscal Note:
No significant Fiscal Operating impact is anticipated because of this project.
