Formal Bids Received September 5, 2024, for S87-Doc1148564528 - Approve an award to Allied Breathing Air, LLC. in an amount not to exceed $58,031.98 to purchase a breathing air compressor for Houston Fire Department.
Summary:
Chief of the Houston Fire Department and the Chief Procurement Officer recommend that City Council approve an award to Allied Breathing Air, LLC. in an amount not to exceed $58,031.98 for the purchase, removal and installation of one (1) breathing air compressor. This unit will allow first responders to refill their supplied air tanks at the fire station as to ensure the safety and health of personnel when responding to emergency situations throughout the Kingwood area.
The scope of work requires the contractor to remove the existing supplied breathing air refill compressor and all related equipment from Houston Fire Department Station 102 for disposition. Once the existing compressor is removed, a new replacement compressor must be delivered and fully installed in the place left vacant by the removed compressor. The afore mentioned work must be performed by certified compressor technicians knowledgeable in the required work it will take to properly install a fixed compressor and fill station.
This Invitation to Bid (ITB) was advertised in accordance with the State of Texas bid laws. Prior to issuing the solicitation, the Strategic Procurement Division (SPD) canvassed the City's registered vendor database, as well as the market, to identify potential bidders who could possibly provide the type of services needed. Several prospective bidders downloaded the solicitation document from SPD's ARIBA website, and as a result, three (3) responsive bids were received as outlined below:

This Procurement is exempt from the MWBE, subcontracting goal participation as the total project expenditure does not exceed the City's $100,000.00 threshold.

The proposed project requires compliance with the City's 'Hire Houston First' (HHF) ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, Allied Breathing Air LLC. does not meet the requirements for HHF designation; no HHF firms were within five percent.
Fiscal Note:
No significant Fiscal Operating impact is anticipated as a result of this project.
