SUBJECT: Accept Work for FWSD #23 Wastewater Treatment Plant Improvements.
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $4,373,967.31 or 0.05% under the original Contract Amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the City’s on-going program for improvements and expansion to the major wastewater treatment plants and was required to install gravity sewer lines in order to divert lift station flows.
DESCRIPTION/SCOPE: This project consisted of the construction of a 60-inch fiberglass reinforced pipe (FRP) gravity sewer by micro tunneling, a 48-inch fiberglass reinforced pipe (FRP) gravity sewer, installation of two polymer concrete manholes, construction of stub-outs for connection to projects by others, one junction structure with associated diversion pipe, and installation of an IPEX vortex unit. The scope also included abandonment of existing sewers, re-routing of an 8-inch sludge force main, installation of erosion and sediment control devices and site restoration. Parsons Water and Infrastructure, Inc. designed the project with 180 calendar days allowed for construction. The project was awarded to Reytec Construction Resources, Inc. with an original Contract Amount of $4,376,150.00.
LOCATION: The project was located at 8219 Kellett Street, Houston, TX 77028.
CONTRACT COMPLETION AND COST: The Contractor, Reytec Construction Resources, Inc., has completed the work under the subject Contract. The project was completed beyond the established completion date with an additional 154 days approved by Change Order Nos 1, 2, and 3. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order Nos 1, and 3 is $4,373,967.31 a decrease of $2,182.69 or 0.05% under the original Contract Amount and under the 5% contingency amount. The decrease cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION: The advertised and awarded M/WBE contract goals for this project were 13.00% MBE and 7.00% WBE. According to the Office of Business Opportunity, the actual participation achieved on this project was 17.99% MBE and 7.10% WBE. The M/WBE performance on this project was rated Outstanding for the following reasons: The awarded goals were exceeded, and all goal credit subcontractors were utilized. For the reasons listed, the MWSBE performance meets the good faith efforts requirements mandated by the City's MWSBE Program.
