Specific Explanation:
The Director of the Houston Health Department and the Chief Procurement Officer recommend that the City Council approve an ordinance authorizing a contract in an amount not to exceed $425,000.00 to the Nurse-Family Partnership for the administration and management of the Nurse-Family Partnership Program for one (1) year with four (4) one-year renewal options for a maximum five-year contract term.
The Houston Health Department (HHD) is partnered with Nurse-Family Partnership (NFP), an evidence-based program developed through randomized controlled trial research. The program offers registered nurse home visits to low-income, unmarried, and teenage pregnant women with no previous live births. Nurses visit the women once to twice monthly during their pregnancy and the first two years of their children’s lives. The program teaches positive health-related behaviors, competent care of children, and maternal personal development, including family planning, educational achievement, and economic self-sufficiency.
The Department of Family and Protective Services (DFPS) leverages funds from the Texas Nurse-Family Partnership (TNFP) competitive grant program to award grants to community-based organizations for the implementation and operation of the NFP program. Funding from this grant is cost reimbursement for meeting program objectives and will allow HHD to provide community support through the program’s benefits.
This recommendation is made pursuant to subsection 252.022(a)(4) of the Texas Local Government Code, which provides that "a procurement for personal, professional, or planning services" is exempt from the competitive requirements for purchases.

Hire Houston First:
This Procurement is exempt from the City’s Hire Houston First Ordinance. Bids/Proposals were not solicited because the City is utilizing a sole source vendor for this purchase.
