Summary:

ORDINANCE appropriating $15,544,346.52 out of Water & Sewer System Consolidated Construction Fund; awarding contract to SERVOX, LLC for Rehabilitation of 6 Lift Stations: Bintliff, Gessner #1, Gessner #2, Park Ten #2, Willowbend, Farther Point; setting a deadline for the bidder’s execution of the contract and delivery of all bonds, insurance, and other required contract documents to the City; holding the bidder in default if it fails to meet the deadlines; providing funding for CIP Cost Recovery relating to construction of facilities financed by the Water & Sewer System Consolidated Construction Fund, contingency and testing services - DISTRICTS A - PECK; G - HUFFMAN; J - POLLARD and K - CASTEX-TATUM

Background:

SUBJECT: Contract Award for Lift Station Renewal and Replacement: Bintliff, Gessner #1, Gessner #2, Park Ten #2, Willowbend, Farther Point.

 

RECOMMENDATION: Award a Construction Contract to Servox, LLC for Lift Station Renewal and Replacement: Bintliff, Gessner #1, Gessner #2, Park Ten #2, Willowbend, Farther Point. and appropriate funds.

 

PROJECT NOTICE/JUSTIFICATION:  This project is part of the Capital Improvement Plan (CIP) for wastewater collections and is required to meet compliance with regulatory requirements and City standards for the lift station renewal and replacement program.

 

The work to be performed under this contract award is necessary to maintain compliance with Houston's wastewater consent decree with the EPA and TCEQ.

 

DESCRIPTION/SCOPE:  This project consists of the conversion of Bintliff, Gessner #1, Gessner #2, Park Ten, and Willowbend Lift Stations from wet well/dry well configuration to submersible configuration; rehabilitation of Farther Point submersible lift station configuration; application of protective coatings to wet well surfaces, pumps, piping, valves, etc.; and construction of diversion pumping, concrete work, fencing, sanitary sewer, storm sewer, force main replacement, bypass manholes, and bollards. The Contract duration for this project is 600 calendar days. This project was designed by Othon, Inc.

BIDS: This project was advertised for bidding on 5/17/2024. Bids were received on 6/13/2024. The three (3) bids are as follows:

AWARD: It is recommended that this construction contract be awarded to Servox, LLC with a low bid of $13,767,587.74 and that Addendum Numbers 1 and 2 be made a part of this Contract.

 

 

PROJECT COST: The total cost of this project is $15,544,346.52 to be appropriated as follows:

Testing Services will be provided by Raba Kistner, Inc. under a previously approved contract.

 

HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case, Servox, LLC is a designated HHF company, but they were the successful awardee without application of the HHF preference.

 

 

 

 

 

 PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides benefits for some employees but will pay into the Contractor Responsibility Fund for others, in compliance with City policy.

 

M/WSBE PARTICIPATION: The contractor has submitted the following proposed program to satisfy the 11.00% MBE goal and 7.00% WBE goal for this project.
