The Houston Parks and Recreation Department (HPARD) requests council action authorizing the First Amendment to the existing Interlocal Agreement between the City of Houston (the City) and Harris County Department of Education (HCDE) to increase the maximum contract amount from $3,850,000.00 to $5,390,000.00, modify various spending limits under the CASE for Kids Program, and to extend the term of the Original Agreement until June 30, 2029.
The proposed amendment to the interlocal agreement between the City of Houston and Harris County Department of Education (HCDE) is to continue providing funding to support youth out-of-school programs and activities. The program is managed by the HCDE's after-school division, the Cooperative for After-School Enrichment (CASE) and is called CASE for Kids City Connections (the Program) which supports youth out-of-school programs and activities. On November 15, 2022, pursuant to Ordinance No. 2022-867, City Council approved and authorized the original 5-year agreement with HCDE. HPARD receives budgeted funding of $550,000.00 per year ($1,100,000.00/7years). The remaining $220,000.00 per year ($440,000.00/7years) is capacity should Council Members choose to request that CDSF Program money be put toward the program. An annual breakdown is shown below. The HCDE’s afterschool division manages the program, the Cooperative for After-School Enrichment (CASE) and it is also called CASE for Kids City Connections (the program).
The requested increase to the contract amount is $1,540,000.00 which brings the total contract amount to $5,390,000.00. All HCDE responsibilities regarding selection of participants, locations, including schools, community centers, and churches, applicant proposals and program coordination remain the same. No other programs requirements have changed.
The contract allows for Additional Community Awards totaling up to $220,000 should District Council Members opt to fund additional awards through their Council District Service Fund Program requests. If approved HCDE agrees to deliver these services during the initial grant term effective from the Date of Countersignature by the City Controller to June 30, 2029. If Council approves, this will be the ninth year the program will be implemented with City funding. This item was reviewed and approved at the Commissioners court on September 18, 2024.
