SUBJECT: Accept Work for Safe Sidewalk Program Work Authorization Project.
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $1,064,739.84 or 3.21% under the original Contract Amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: The project was part of the continuing effort by City of Houston (City) to construct request-based sidewalks throughout the city to meet the needs of its residents.
DESCRIPTION/SCOPE: This project provided for the construction of sidewalk improvements at various locations. This was a work order contract; projects were assigned as they were designed in-house. The Contract duration for this project was 365 calendar days. The project was awarded to TB Concrete Construction, Inc. with an original Contract Amount of $1,100,000.00.
LOCATION: The projects were located in 24 locations.
CONTRACT COMPLETION AND COST: The Contractor, TB Concrete Construction Inc., has completed the work under the subject Contract. This project was completed within the original contract time. The final cost of the project, including overrun and underrun of estimated unit price quantities is $1,064,739.84, a decrease of $35,260.16 or 3.21% under the original Contract Amount and under the 5% contingency amount. The decreased cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION: The advertised M/W/SBE contract goals for this project were 9.00% MBE and 6.00% WBE. The M/WBE goals approved for this project were 11.00% MBE, 6.00% WBE, and 8.00% SBE. According to Office of Business Opportunity, the actual participation achieved on this project were 11.04% MBE, 1.92% WBE, and 3.66% SBE. The MWSBE performance on this project was rated Satisfactory for the following reasons: the advertised MBE goal was exceeded, and with the allowable application of SBE attainment, the advertised WBE goal came within the acceptable range of achievement, while goal credit subcontractors were utilized to the extent possible on this work order contract. For the reasons listed, the MWSBE performance meets the good faith efforts requirements mandated by the City's MWSBE Program.
