SUBJECT: Accept Work for Willow Meadow Lift Station Rehabilitation.
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $2,224,260.39 or 2.19% over the original Contract Amount, accept the Work, and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the City’s ongoing program to replace and upgrade the lift station facilities.
The work performed under this contract award was necessary to maintain compliance with Houston's wastewater consent decree with the EPA and TCEQ.
DESCRIPTION/SCOPE: This project consisted of the rehabilitation and equipment replacement of the Willow Meadow Lift Station. RPS Group designed the project with 365 calendar days allowed for construction. The project was awarded to Grava, LLC with an original Contract Amount of $2,176,592.10.
LOCATION: The project area is generally bound by Willow Meadow Drive on the north, Westbrae Parkway on the south, South Gessner Road on the east, and Rainer Drive on the west.
CONTRACT COMPLETION AND COST: The Contractor, Grava, LLC, has completed the work under the subject Contract. The project was completed beyond the established completion date with an additional 51 days approved by Change Order No 3. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order Nos. 1 and 2 is $2,224,260.39 an increase of $47,668.29 or 2.19.% over the original Contract Amount. The increased cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION: The advertised M/WBE contract goals for this project were 11.00% MBE and 7.00% WBE. The M/W/SBE goals approved for this project were 9.50% MBE, 7.00% WBE, and 1.50% SBE. According to the Office of Business Opportunity, the actual participation achieved on this project was 18.28% MBE, 7.22% WBE, and 1.64% SBE. The M/W/SBE performance on this project was rated Outstanding for the following reasons: the MBE goal was exceeded, while the WBE and SBE goals were met while utilizing all goal credit subcontractors. For the reasons listed, the M/W/SBE performance meets the requirements mandated by the City’s MWSBE Program.
