SUBJECT: Accept Work for Keegans Bayou, Northwest and Chocolate Bayou Wastewater Treatment Plants (WWTP) Bar Screen and Grating Replacement.
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final contract amount of $2,483,377.42 or 4.88% under the original contract amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the City’s ongoing program to improve inefficient components of the existing wastewater treatment plant facilities.
DESCRIPTION/SCOPE: This project consisted of 1. Rehabilitation of the walkway grating and grating support system at the influent and effluent aeration basin channels at the Keegans Bayou WWTP; 2. Removal and replacement of the bar screens, conveyor system as well as associated electrical, control and ancillary equipment at the Keegans Bayou, Northwest and Chocolate Bayou WWTPs. HR Green Inc. designed the project with 270 calendar days allowed for construction. The project was awarded to LEM Construction Company, Inc. with an original contract amount of $2,610,750.00.

CONTRACT COMPLETION AND COST: The contractor, LEM Construction Company, Inc., has completed the work under the subject contract. The project was completed beyond the established completion date with an additional 267 days approved by Change Order No 1, 2 and 3. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order No. 1 is $2,483,377.42, a decrease of $127,372.58 or 4.88% under the original contract amount. The decreased cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION: The advertised M/WBE contract goals for this project were 11% MBE, and 7% WBE. The M/WSBE goals approved for this project were 9.96% MBE, 7.22% WBE and 8.43% SBE. According to the Office of Business Opportunity, the actual participation achieved on this project was 10.62% MBE, 7.59% WBE and 8.86% SBE. The MWSBE performance on this project was rated Satisfactory for the following reasons: the MBE, WBE, and the SBE goals were met and all goal credit subcontractors were used to full capacity. For the reasons listed, the MWSBE performance meets the good faith efforts requirements mandated by the City's MWSBE Program.
