Specific Explanation:
The Chief Information Officer recommends that City Council approve an ordinance to appropriate $60,000.00 from the Equipment Acquisition Consolidated Fund (1800) for the planned NICE Recording System Upgrade for Houston Information Technology Services. This project is budgeted in the approved FY2025 Capital Improvement Plan adopted by the City Council.

The NICE Recording System is required for the City to support mission-critical recorded 911 telephone and video calls as well as first responder radio transmissions used by the Houston Police Department (HPD) and Houston Fire Department (HFD) at the Houston Emergency Center (HEC). This appropriation will allow for the planned purchase and replacement of the City’s emergency recording system and allow continued operations for recording and preserving 911 telephone calls and City first responder radio transmissions. The current system is at end of life and upgrades to, including KVM (keyboard, video, mouse) switches, other hardware, and services are required for NICE system functionality and for first responders to perform their duties. Unsupported equipment pose risks to the City’s systems including service disruption, risking the loss of recording and the preservation of 911 telephone calls and first responder radio transmissions. HITS will leverage cooperative contract(s) and/or existing enterprise contract(s) for the purchase of hardware, licensing, support, maintenance, and support services.
Fiscal Note:
No significant Fiscal Operating impact is anticipated because of these projects.
