SUBJECT: Accept Work for FY 2022 Local Drainage Program (LDP) Contract #3
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $4,953,028.74 or 0.94 % under the original Contract Amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the Transportation and Drainage Operations Program and provided work authorizations on a location by location as needed basis, to preserve, repair, rehabilitate, or reconstruct the stormwater drainage asset along with street rehabilitation to such a condition that it may be effectively used for its designated functional purpose.
DESCRIPTION/SCOPE: This project consisted of the Citywide program that provides construction services to resolve localized stormwater drainage problems. The time allotted for construction of this project was 730 calendar days. The project was awarded to PM Construction & Rehab, LLC dba IPR South Central with an original Contract amount of $5,000,000.00.
LOCATION: The projects are located throughout the City of Houston.
CONTRACT COMPLETION AND COST: The Contractor, PM Construction & Rehab, LLC dba IPR South Central., has completed the work under the subject Contract. The project was completed beyond the established completion date with an additional 180 days approved by Change Order No 10. The final cost of the project, including overrun and underrun of estimated unit price quantities is $4,953,028.74 a decrease of $46,971.26 or 0.94% under the original Contract Amount. The decreased cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION: The advertised and awarded M/WBE contract goals for this project were 7% MBE and 2% WBE. According to the Office of Business Opportunity, the actual participation achieved on this project was 60.15% MBE and 1.38% WBE. The M/WBE performance on this project was rated Satisfactory for the following reasons: The MBE goal was exceeded and the achieved WBE participation was within 1% of the goal. For the reasons listed, the MWBE performance meets the good faith efforts requirements mandated by the City's MWSBE Program.
