Summary:

ORDINANCE approving and authorizing Second Interlocal Agreement between SAN JACINTO RIVER AUTHORITY, CITY OF HUMBLE, and the City of Houston for Lake Conroe-Lake Houston Joint Reservoir Operations Study - DISTRICT E - FLICKINGER

Background:

SUBJECT:  Approve a second Interlocal Agreement (ILA) between the San Jacinto River Authority (Authority), City of Humble (Humble), and the City of Houston (City) for Lake Conroe – Lake Houston Joint Reservoir Operations study.

 

RECOMMENDATION: (SUMMARY) Approve an ordinance authorizing a second Interlocal Agreement (ILA) between San Jacinto River Authority (Authority), the City of Humble (Humble), and the City of Houston (City) for the Lake Conroe – Lake Houston Joint Reservoir Operations study.

 

PROJECT NOTICE/JUSTIFICATION:  A study determining the most efficient and safe operation of Lake Conroe and Lake Houston in series to the benefit of the owners of the municipal water supply and in consideration of all relevant factors including without limitation, operational efficiency and safety, flood control and mitigation, and protection of the reservoirs’ yield for municipal water supply purposes.

 

PREVIOUS HISTORY AND SCOPE: The City adopted Ordinance No. 2021-0609 on July 14, 2021, approving the Lake Conroe – Lake Houston Joint Reservoir Operations study with the Authority, and allocated funds in the amount of $500,000.00 for the City’s 50% contribution of the local cost share. This agreement expired on July 16, 2024. The Authority wishes to enter into a second Interlocal Agreement to continue and complete the Project and fulfill their obligations under the previous ILA.

 

LOCATION: Lake Conroe and Lake Houston Reservoir

 

SCOPE OF THIS AMENDMENT:  Upon approval by Council, this agreement will allow the ILA to be extended for six years. The Authority shall continue to oversee and manage the performance of the project by the Consultant; coordinate and consult with Local Partners in order to obtain their input at relevant points during the course of the project.

 

 

FISCAL NOTE: No significant Fiscal Operating Impact is anticipated as a result of this project.
