RECOMMENDATION: (i) De-appropriate the sum of $170,000.00 from the Task Order/Job Order (TOC/JOC) Contracting Program; (ii) Appropriate the sum of $170,000.00 to the concrete repair services contract with Times Construction, Inc. for various Houston Fire Department (HFD) facilities and (iii) Appropriate the sum of $180,000.00 out of the Public Health Consolidated Construction Fund for the Acres Homes Multi-Service Center.
SPECIFIC EXPLANATION: The General Services Department (GSD) utilizes citywide contracts to perform construction services and projects for its client departments. Funds are allocated as purchase orders are issued. Various City departments require concrete repair services for existing facilities.
GSD recommends City Council (i) De-appropriate the sum of $170,000.00 from the Task Order/Job Order (TOC/JOC) Contracting Program; (ii) Appropriate the sum of $170,000.00 to the concrete repair services contract with Times Construction, Inc. for the Houston Fire Department (HFD) Fire Station 16, Fire Station 30, Fire Station 104 and the Val Jahnke Training Facility; and (iii) Appropriate the sum of $180,000.00 to the concrete repair services contract with Times Construction, Inc. for the Houston Health Department (HHD) Acres Homes Multi-Service Center.
PREVIOUS HISTORY: On May 23, 2018, by Ordinance 2018-425, City Council awarded a three-year contract with two one-year option years to Times Construction, Inc. for concrete repair services and appropriated $75,000.00 out of the Fire Consolidated Construction Fund for the TOC/JOC Contracting Program.
On April 19, 2023, by Ordinance 2023-266, City Council approved a First Amendment to the contract between the City of Houston and Times Construction, Inc., to extend the contract term from June 19, 2023, to June 19, 2024, and to increase the maximum contract amount from $5,273,195.00 to $7,382,473.00 for concrete repair services for the General Services Department.
On June 12, 2024, by Ordinance 2024-428, City Council approved a Second Amendment to the contract between the City of Houston and Times Construction, Inc. to extend the contract term from June 19, 2024, to March 16, 2025, and to increase the maximum contract amount from $7,382,473.00 to $9,228,091.25 for concrete repair services for the General Services Department

PROJECT DESCRIPTION: The project includes the removal and replacement of damaged driveways at HFD Station 16, Fire Station 30, Fire Station 104; and the installation of apparatus foundation at the HFD Val Jahnke Training Facility. The project also includes the installation of a stormwater detention system at the HHD Acres Homes Multi-Service Center.
M/WBE PARTICIPATION: A 23% MBE goal and an 11% WBE goal have been established for the construction phase of this contract. Currently, Times Construction has achieved 24.40% MBE and 10.56% WBE participation.
FISCAL NOTE: No significant Fiscal Operating impact is anticipated as a result of these projects.
