Summary:

ORDINANCE approving and authorizing first amendment to Subrecipient Agreement between City of Houston and GOODWILL INDUSTRIES OF HOUSTON to extend term of Subrecipient Agreement and provide additional Housing Opportunities for Persons With AIDS (HOPWA) Funds to support the continued operation of a Job Services Program with Supportive Services for households living with HIV/AIDS - DISTRICT C - KAMIN

Background:

The Housing and Community Development Department (HCD) recommends Council approval of an Ordinance authorizing a First Amendment to the Subrecipient Agreement between the City of Houston (City) and Goodwill Industries of Houston (Goodwill), providing up to an additional $175,000.00 in federal Housing Opportunities for Persons with AIDS (HOPWA) funds to support the continued operation of a job services program with supportive services. Project Good Hope (PGH) will assess and provide supportive services to 225 households who have been affected by HIV/AIDS of which, 75 households will be enrolled in PGH and 20 will enter permanent employment.

 

 All program participants will receive case management and wrap-around services, including referrals to obtain necessary support. Supportive services include, but are not limited to, employment and job training, career coaching with mentorship, transportation, referrals for other services such as child-care, health, education, nutrition, legal services, and housing are provided once identified during program intake and noted in each household’s career plan.

 HCD conducted a Notice of Funding Availability (NOFA) for HOPWA services in September 2022 with a one-year renewal option, at the City’s discretion. Goodwill was one of the agencies selected. The initial term was from July 1, 2023, to June 30, 2024, and was administratively extended through November 30, 2024. This First Amendment will extend the term and provide funding through November 30, 2025.

 

As of August 2024, Goodwill has achieved approximately 66.91% of its assessment goal, enrolled 58.67% and 46% of employment goals, and expended approximately 96.81% of funding. Goodwill has received HOPWA funding from the City since 2009 and had no findings on their last compliance monitoring review.
