SUBJECT: Contract Award for Traffic Signal Work Order FY24 #1.
RECOMMENDATION: (SUMMARY) Accept low bid, award construction contract to Traffic Systems Construction, Inc. for Traffic Signal Work Order FY24 #1 and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project is part of the Transportation and Drainage Operations program, and is required to meet current City of Houston Standards as well as improve traffic signals, mobility, and safety at intersections.
DESCRIPTION/SCOPE: This contract consists of the removal of existing traffic signals and the installation of new traffic signals and other work to be detailed on the plans. The contract duration for this project is 365 calendar days.
LOCATION: The projects are located throughout the City of Houston (City).
BIDS: The project was advertised for bidding on March 29, 2024 and April 5, 2024. Bids were received on April 18, 2024. The two (2) bids are as follows:

HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, Traffic Systems Construction, Inc., is a designated HHF company, but they were the successful awardee without application of the HHF preference.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.
M/WSBE PARTICIPATION: The contractor has submitted the following proposed program to satisfy the 13% MBE goal and 7% WBE goal for this project.
