20MSD11 – Approve an ordinance awarding a professional services contract to Tanko Streetlighting, Inc. in the maximum contract amount not to exceed $265,552.00 for a nationwide streetlighting ownership and maintenance plan for Houston Public Works.
SPECIFIC EXPLANATION: The Chief Operating Officer of Houston Public Works and the Chief Procurement Officer recommend that City Council approve an ordinance awarding a professional services contract to Tanko Streetlighting, Inc. for a two-year term with two one-year options to renew for a nationwide streetlighting ownership and maintenance plan in the maximum contract amount not to exceed $265,552.00 for Houston Public Works.
This project is part of the Transportation and Drainage Operations program and is required to assess and evaluate the City’s streetlight model. It consists of conducting nationwide research on streetlight ownership and maintenance models of similar-sized municipalities and local government agencies and composing a report on the advantages and disadvantages of the City’s current model to provide recommendations.
Under the scope of the Contract, the Consultant will perform Phase I Services. Phase I is based on the cost of time and materials with a not-to-exceed agreed-upon amount.
This recommendation is made pursuant to subsection 252.022(a)(4) of the Texas Local Government Code, which provides that “a procurement for personal, professional, or planning services” is exempt from the competitive requirements for purchases.
M/WBE Participation: The standard M/WBE goal set for the project is 26.00%. The Consultant has proposed a 26.36% M/WBE plan to meet the goal.

HIRE HOUSTON FIRST: This procurement is exempt from the City’s Hire Houston First (HHF) Ordinance. Bids/proposals were not solicited because the department is utilizing a professional services contractor for this contract.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Consultant has elected to pay into the Contractor Responsibility Fund in compliance with City policy.
FISCAL NOTE: Funding for this item is included in the FY2025 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policies.
