SUBJECT: Accept Work for 108-Inch Water Line Along City Easements from Aldine Westfield Road to Willis Street.
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $29,886,479.01 or 3.65% under the original Contract Amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the City's Surface Water Transmission program and supported the execution of the Northeast Transmission Line project from the Northeast Water Purification Plant to the Water Authorities take-points for the Capital Improvement Plan. It was required to improve existing water distribution systems to meet Harris-Galveston Coastal Subsidence Districts Legislative mandate to regulate the withdrawal of groundwater. The project was a combination of water line construction, public utility adjustments, and pavement replacement.
DESCRIPTION/SCOPE: This project consisted primarily of the construction of 108-inch water transmission lines by open-cut and trenchless construction methods, including valves, connections, and appurtenances along City easements from Aldine Westfield Road to Willis Street. This project also includes pavement repairs and replacement. Binkley & Barfield, Inc., and Lockwood, Andrews & Newnam, Inc. designed the project with 630 calendar days allowed for construction. The project was awarded to Harper Brothers Construction, LLC with an original Contract Amount of $31,017,665.00.
LOCATION: The project starts from Aldine Westfield Road in the City easement then runs along Blackwood Avenue and Courtesy Road and ends at Willis Street.
CONTRACT COMPLETION AND COST: The Contractor, Harper Brothers Construction, LLC, has completed the work under the subject Contract. The project was completed beyond the established completion date with an additional 388 days approved by Change Order Nos 1 and 3. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order No. 2 is $29,886,479.01, a decrease of $1,131,185.99 or 3.65% under the original Contract Amount and under the 5% contingency amount. The decreased cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION: The advertised M/WBE contract goals for this project were 12.00% MBE and 7.00% WBE. The M/W/SBE goals approved for this project were 11.96% MBE, 5.16% WBE, and 1.89% SBE. According to the Office of Business Opportunity, the actual participation achieved on this project was 10.93% MBE, 4.50% WBE, and 1.70% SBE. The contractor's MWSBE performance on this project was rated Satisfactory due to Good Faith Efforts for the following reasons: The Prime came within 1% of meeting the WBE and SBE goals and made good faith efforts to achieve the MBE goal while also utilizing goal credit subcontractors to the extent possible. For the reasons listed, the Contractor's performance meets the intent and spirit of the city's MWSBE Program.
