Summary:

ORDINANCE accepting and authorizing Grant Agreement between City of Houston and the U.S. DEPARTMENT OF TRANSPORTATION SAFE STREETS AND ROADS FOR ALL PROGRAM (SS4A) for the Bissonnet Corridor Safe Streets Project; declaring the City’s eligibility for such Grant; authorizing the Director of Houston Public Works to act as the City’s representative for the Grant, to accept such Grant Funds, and to apply for and accept all subsequent awards, if any, pertaining to the program

Background:

RECOMMENDATIONApprove an ordinance accepting and authorizing a grant agreement between the City of Houston and the U.S. Department of Transportation (USDOT) for the Bissonnet Corridor Safe Streets and Roads Project; authorizing the Director of Houston Public Works or designee to act as a signatory on the grant agreement, to accept and expend this award, to extend the budget period if needed, and to authorize the Mayor to execute this contract and all subsequent amendments with the approval of the City Attorney in connection with this grant.

 

SPECIFIC EXPLANATIONOrdinance No. 2022-0953 approved by City Council on December 7, 2022 authorized the submission of a grant application to the USDOT Fiscal Year 2022 Safe Streets and Roads for All (SS4A) grant program for the Bissonnet Corridor Safe Streets Project (the Project). SS4A supports the goal of zero deaths and serious injuries on our nation's roadways.

 

The Project is a seven-mile rehabilitation of Bissonnet Street from South Dairy Ashford Road to Hillcroft Avenue to improve safety for all street users. Bissonnet Street is currently one of the most dangerous corridors listed in the High Injury Network; it accounts for the highest number of fatal crashes and the second highest number of serious injury crashes across all City-owned streets. Houston Public Works recently completed a Design Concept Report (DCR) in October 2024. The DCR was developed with extensive public input through various stakeholder engagement as well as community meetings and events.

 

The grant agreement between the City and the USDOT Federal Highway Administration defines the terms and conditions for the management of the federally funded project. The Federal cost share for the project will be $28,789,304.57 or 80% of the total project cost. The local cost share is estimated to be $7,197,326.14 or 20% of the total project cost. Requests to appropriate the local cost share will be brought to City Council at the time of contract awards.
